Aligning Resources to Mission Priorities
Directed end-to-end Planning, Programming, Budgeting, and Execution (PPBE) activities and acquisition financial management efforts supporting Army modernization portfolios valued in the hundreds of millions of dollars. Served as a principal financial advisor and resource strategist for high-visibility acquisition programs, providing comprehensive support across the full lifecycle of planning, programming, budget formulation, execution oversight, and modernization investment analysis. Supported Acquisition Category (ACAT) I–III programs critical to Army readiness, operational effectiveness, expeditionary sustainment, and long-term force modernization objectives.
Led the development, coordination, and defense of Headquarters Department of the Army (HQDA) Program Objective Memorandum (POM) submissions, Future Years Defense Program (FYDP) strategies, Congressional Budget Justification materials, unfunded requirements, and acquisition resource plans spanning multiple appropriations. Worked closely with General Officers, Senior Executive Service leaders, Product Managers, Program Managers, engineers, logisticians, contracting professionals, and operational stakeholders to ensure resources were aligned with acquisition milestones, production requirements, sustainment objectives, and evolving mission priorities.
Provided executive-level financial analyses and decision support that enabled leadership to evaluate affordability, portfolio performance, execution risk, schedule impacts, and investment trade-offs across complex acquisition portfolios. Integrated financial execution data, program performance metrics, acquisition schedules, and risk assessments to inform resource allocation decisions and strengthen accountability for taxpayer-funded investments. Consistently translated highly technical engineering, logistics, sustainment, and acquisition information into actionable insights that supported informed decision-making at senior leadership levels.
Played a critical role in advancing Army modernization initiatives designed to enhance operational readiness, improve expeditionary energy resilience, strengthen sustainment capabilities, and support global force projection requirements. Through disciplined resource management, strategic planning, and rigorous execution oversight, contributed to the successful delivery of mission-critical capabilities supporting Soldiers operating across diverse and contested environments worldwide.
