Where Strategy Meets Execution
Led enterprise-level Planning, Programming, Budgeting, and Execution (PPBE) strategy, resource integration, and modernization efforts supporting the U.S. Navy's transition from Ready Relevant Learning (RRL) to the Career Training Continuum (CTC), one of the Navy's most significant training transformation initiatives. Served as a principal advisor to senior leadership on resource alignment, portfolio management, and long-range investment strategies, ensuring training modernization objectives remained synchronized with Fleet readiness requirements and enterprise priorities.
Directed the integration of multi-appropriation funding strategies, portfolio oversight processes, and resource planning activities across a complex network of stakeholders spanning OPNAV, Fleet commands, resource sponsors, acquisition organizations, and training enterprises. Designed and institutionalized governance and decision-support frameworks that improved executive visibility into program performance, resource execution, funding requirements, and modernization priorities.
Spearheaded the development of enterprise funding traceability solutions, execution reporting capabilities, and executive-level analytics that strengthened fiscal stewardship, increased transparency, and enhanced leadership's ability to make risk-informed resource decisions. Enabled greater alignment between strategic objectives, operational requirements, and budget execution while supporting accountability for taxpayer-funded investments.
Played a critical role in advancing the Navy's transition toward a more integrated and sustainable training enterprise, improving resource synchronization, modernization planning, and enterprise-wide decision-making in support of Sailor development, operational readiness, and long-term warfighting effectiveness.
